The transportation sector is critical to the societal needs of communities, their built environments, and their disaster response and recovery. Other sectors that are interdependent with the transportation sector are energy, communications and information, building/facilities, and water/wastewater. The transportation sector is very complex with multiple stakeholders and interconnecting modes: roadway networks, rail lines, airports, harbors, ports, waterways and pipelines. It is vital to community evacuation, emergency response, access to critical community facilities and recovery from disasters. The Movement of people and goods usually relies on multiple transportation modes. The vulnerability of the transportation sector will directly affect the resilience of the entire community and its infrastructure.
Joe's presentation will highlight the importance of Transportation Sector Resiliency to the Community by defining resiliency and DHS Classification of our Nation’s and our Region’s Critical Infrastructure and Transportation Sectors. He will also describe the FEMA National Risk Index for natural hazards and hazards specific to the NY/NJ Region and discuss both very recent and long-term trends, as well as National and local trends in hazard magnitudes due to Climate Change and Sea Level Rise. He will also highlight examples of Hurricane Damage and Downtime and discuss specific Hazard Profiles for Transportation Assets that will worsen with Climate Change. He will then show specific examples of of FEMA funded flood hazard resiliency projects, flood studies and progress in improving resiliency of transportation facilities in Arizona, Delaware, Maryland and the NY/NJ Region. Lastly he will highlight how the recent climate trends and the improvements in Weather Forecast Accuracy can be better utilized to limit casualties and loss of life from extreme flood events and recommended short term actions.
