SAFE STREETS AND ROADS FOR ALL PROGRAM

CUMBERLAND COUNTY, NJ

With 91% of bicycle and pedestrian crashes concentrated in Cumberland County’s three urban centers, improving roadway safety in this section of New Jersey is a pressing issue for large segments of the population, including those that are disabled, do not own vehicles, or are living in poverty. Urban developed a comprehensive Bicycle and Pedestrian Safety Action Plan to address high-risk vulnerable road user locations throughout the county. By employing a strategic, data-driven, and community-driven approach to project identification, concept development, and implementation. This approach was successful in fully funding all project funding applications resulting in over $31M in federal funds to improve safety on over 7 miles of roadway in the Cities of Bridgeton, Millville, and Vineland.

Altogether these projects will address safety issues and improve the quality of life by providing more multimodal and walkable communities through implementation of Traffic calming/FHWA Proven Safety Countermeasures (i.e., curb extensions, lighting, RRFBs, Leading Pedestrian Intervals, sidewalks, high visibility crosswalks, etc.).

Aligning planning work to funding criteria via the Federal Highway Safety Improvement Program (HSIP) and the newly created Safe Streets and Roads for All Program (SS4A) provided a path for implementation of much needed safety and quality of life improvements. As a result of this project the City of Vineland received a competitive SS4A Implementation Grant award of $20 million for the Chestnut Avenue Safety Improvements project from the FHWA.
